Level 5 is empty across all 5 mapped retrofit roles. Gloucestershire has committed to a Retrofit Centre of Excellence and to training 200 retrofit coordinators by 2029, but no Level 5 retrofit coordination provision has been mapped anywhere in the county. Retrofit Coordinator is a Level 5 role under PAS 2035, and grant-funded programmes including the Social Housing Decarbonisation Fund cannot proceed without one.
